Information on the CALL for papers in 2012

European Regional Science Association (ERSA) is the largest international scientific association devoted to the analysis of regions. It incorporates 18 national and linguistic associations across Europe. Its 3500 members are academics, policy professionals and researchers interested in spatial economics and planning, regional and local development and related issues.

ERSA events are essential for the understanding of current economic, social and political issues. With more than 1000 delegates participating in the Congresses held in Jönköping (2010) and Barcelona (2011), no other regional meeting can rival the annual ERSA congress for size and depth of coverage.

Our next Congress is in the University Of Bratislava in August 2012.

The Italian Association, AISRe, will be organizing a special session on Mediterranean region in Bratislava. It will bring together researchers in this field, as well as, attracting RS scientists of countries that traditionally don’t have contacts with ERSA: Tunisia, Algeria, Egypt, Morocco, etc.

ERSA is pleased to announce that the OECD will be participating at the congress in Bratislava, alongside the EIB and their roundtable.


Calls for Expression of Interest for Urban and Regional Analysts to Support EU Cohesion Policy

ERSA is pleased to announce that it has been asked by the Directorate-General Regional Policy of the European Commission to help support the promotion of the "New Generation of Cohesion Policy" Programmes.

The ERSA Board, through its Executive Director Richard Kelly will also actively promote the networking between researchers and institutional actors in order to strengthen a dedicated European network! For more information, please contact Richard Kelly by email richard.kelly@ersa.org

As it is stressed below, it is reminded to "all ERSA Members" that experts should register now, as many of the issues to be considered are already beginning to arise.

The European Commissioner for Regional Policy Dr Johannes Hahn gave keynote lectures at both the Regional Studies Conference in Newcastle in April 2011 and at the European Regional Science Congress in Barcelona in September 2011. At both conferences Commissioner Hahn announced that the European Commission would be seeking to mobilise the European-wide academic expertise in urban and regional issues in order to facilitate, strengthen, and improve the new generation of EU Cohesion Policy programmes.

Exactly as Commissioner Hahn stated at both conferences, the European Commission has now opened a call for urban and regional analysts from all over Europe to offer their skills and knowledge in order to help with the design, implementation, monitoring and evaluation of the new generation of Cohesion Policy programmes over the coming years. In order for urban and regional analysts to become part of the network of experts which the European Commission can draw on to support EU Cohesion Policy, two Calls for Expression of Interest have been opened in which analysts are requested to register their details and areas of expertise with the European Commission Directorate-General for Regional Policy. The two calls which experts are specifically requested to respond to are:

Both of these calls are very important. Indeed, this is an important moment in the history of EU Cohesion Policy and a unique chance for the European-wide expertise in urban and regional issues to help deliver the well-designed, well-run and well-evaluated policies we want to see. There are a very large number of programmes and projects within EU Cohesion Policy operating in different Member States, in different regions, and which focus on different thematic priorities and with different objectives. A wide range of expertise is required covering issues such as innovation; R&D; energy and resources; entrepreneurship; environment and climate change; human capital; information and communication technologies; transport; real estate and land use; social inclusion; heritage and culture; infrastructure; labour markets; demographic transitions; housing; rural areas; maritime regions and fisheries; governance and institutions; public administration; combating poverty; and experts in all of these fields are needed from all parts of the EU.

It is important that experts start registering now, as many of the issues to be considered are already beginning to arise.

Dear All

Please find the link, relating to registration for the One Day event on ’Urban Futures 2050’. This activity will be take place on Wednesday, August 22.

A wealth of well-known scholars from all over the world will present challenging but informed views on Urban Images 2050, supported by evidence from all major regions in the world.

Interactive debates and animated presentations on Urban Idols will prompt out-of-the-box thinking, with the aim to generate both new insights and ingredients for a future-oriented research agenda. The organizers of this special events are Karima Kourtit, Peter Nijkamp and Mark Partridge.

Roundtable on “Regional & Urban Development in an Aging Europe”

The Special Session organised by the EIB is meant to discuss the complex linkages between aging, migration and urban dynamics, and identifying policies and instruments – including financial instruments – that could be developed to address in practice these challenges.

The speakers’ mix is such that there are academics, policy experts and representatives of international organisations. The speakers include Prof. Peter Nijkamp, (Free University of Amsterdam), Mr. Gianni Carbonnaro, (EIB), Ms. Cristina Martinez, (OECD), Prof. Andres Rodriguez Pose, (London School of Economics), Prof. Philip McCann (Groningen University), and Mr. Karsten Gerkens, (City of Leipzig).

Who is it for?

The MFM specialization Urban Infrastructure Finance is intended for individuals with a strong interest in developing their careers in infrastructure finance. The course targets professionals from banks, parastatals, public-private vehicles, consultancies and governments with at least two years of relevant work experience.

Course Introduction

Urban infrastructure provision ranges from billion dollar metro development programmes to inner city revitalization, water provision and energy provision. Their finance is complex, requiring a mix of public and private sources and hence a thorough understanding of public and private financial management. This course will enable participants to manage the finances of complex urban infrastructure programmes, including innovative financial instruments for capital investments, project finance, public private finance and financial decision support tools. The course will enable participants to focus on the finance of specific infrastructure sectors through tailored case studies and exercises.

Course Curriculum

This master’s will enable participants to focus on the finance of specific infrastructure sectors through tailored case studies and exercises. The specialization period focuses on urban infrastructure finance and integrates private and public finance. This innovative programme takes an applied case study approach in the following subject areas:

  • Financial instruments for urban infrastructure: fiscal decentralization and intergovernmental transfers; tariff setting; land value capturing; debt borrowing; bonds
  • Decision support tools: cost-benefit analysis; economic and financial forecasting; comparative procurement analysis; value for money; multi-criteria decision making
  • Project finance tools: risk management; expenditure management; life-cycle costing; asset management
  • Public-private financial management: procurement; bidding; contract management

Diploma

The programme leads to the Master of Science Diploma. MFM: UIF students will receive their diploma from RSM, and will join the extensive Alumni Network of RSM and IHS.

Admission

To be considered for the Masters in Financial Management programme, candidates need to meet the admission requirements of RSM and submit:

Application form including (3) essays:

  • Your GMAT score (average 640), students who have a CFA might be exempted from the GMAT
  • Certified official copies of your transcripts, undergraduate and/or graduate degrees 2 letters of recommendation
