EU regions in industrial transition: green industrial path development and challenge-oriented regional innovation systems

Short description of the lecture:
Persistent environmental problems such as climate change, resource depletion or the loss of biodiversity and ecosystem services are posing significant transformation challenges for regions across the world. In Europe, the increasing mission-orientation of innovation policies and the European Green Deal create a favourable policy environment for regions to reorient their innovation systems to bring them in closer touch with societal challenges, to develop new green industrial paths and to facilitate the ‘greening’ of mature sectors. However, the evidence suggests that green restructuring processes – and the innovation-exnovation dynamics that underpin them – vary across space and are characterised by territorial and social inequality. The lecture will seek to elucidate the highly uneven geographical patterns of green path development, focusing on varying preconditions, processes and outcomes in different types of regions. It will also shed light on how green restructuring is related to the emergence of challenge-oriented regional innovation systems in different places. Acknowledging that regions vary in their capacity to fashion transformative change and challenge-oriented innovation, new directions for place-based innovation policies will be outlined.
